It describes the extraordinary difference access to a per child subsidy makes for Early Childhood Development learning centers in metro Cape Town – and the extraordinary difficulty of actually accessing the subsidy, even in the relatively well-governed Western Cape. And this link (The ECD landscape scoping + ver2 ) explores the challenges of improving NGO-government collaboration in the Western Cape context, and suggests some potential next steps for improvement.
