Part IV: Development Strategies — the Governance Dimension
Part IV explores how the effort to build governance institutions capable of supporting ongoing development momentum might be approached strategically. The aim is to identify an initial round of actions which opens up the path for later stages of the journey, to assess constraints that might inhibit this initial round of actions and, as needed, to identify alternative pathways that get around those constraints – to help clarify what is to be done, how, and by whom. But before scoping out the contours of the way forward, more needs to be said about how the governance and development discourse has evolved.
